Differdange (Luxembourg):
adapting smarter curbside management to a cross-border city
Differdange is a small but strategically located city in southern Luxembourg, where daily mobility extends well beyond municipal boundaries. Cross-border commuting, freight movements and growing demand for urban space create a complex environment in which mobility and logistics need to work together more efficiently.
Within NEXTLOGIC, Differdange adapts Smart Loading Zones originally developed in The Hague, combining them with an enhanced Digital Twin environment and Advanced Data Analytics and Visualisation (ADAV). The pilot explores how flexible curbside management and data-driven decision-making can improve the use of public space while supporting cleaner and more efficient urban logistics.

A city where local mobility is shaped by regional connections
Although smaller than many other NEXTLOGIC pilot cities, Differdange faces logistics challenges that are typical of much larger urban areas. Located at the crossroads of Luxembourg, Belgium and France, the city experiences intense daily commuting and freight flows that place increasing pressure on streets, parking areas and public space.
To achieve its ambition to become climate-neutral by 2030, Differdange is expanding its use of digital technologies and urban freight solutions to support more informed and transparent urban planning. While the city is building on its existing digital capabilities, it now aims to integrate urban logistics into this broader vision, enabling mobility, freight and public space to be managed together rather than separately.
NEXTLOGIC supports this transition by combining Digital Twins, advanced analytics and dynamic curbside management into a single planning framework capable of responding to changing urban conditions.
The NEXTLOGIC pilot
The Differdange pilot focuses on the city centre, including the main street and surrounding areas, where high demand for passenger and freight movement creates increasing competition for limited urban space. Building on the Smart Loading Zone concept demonstrated in The Hague, the pilot develops a more flexible approach to curbside management. Instead of dedicating loading and unloading areas to a single, permanent function, these spaces can be dynamically managed to maximise efficiency, reduce conflicts between users, and improve the utilisation of limited curb space.
A key component of the pilot is the expansion of the city’s existing Digital Twin, integrating mobility and logistics flows within a single digital environment. The NEXTLOGIC platform enables planners to analyse current conditions, compare future scenarios and support evidence-based decision-making. The pilot also evaluates how charging infrastructure for electric freight vehicles can be integrated into loading and unloading areas while assessing the regulatory feasibility and long-term scalability of these solutions within the Luxembourgish context.
Digital tools and logistics solutions
Differdange combines digital planning technologies with innovative urban logistics solutions.

Digital Twin
The city’s Digital Twin is expanded to integrate both mobility and urban logistics data into a single planning environment. Advanced Data Analytics and Visualisation complements the Digital Twin by transforming mobility and logistics data into actionable insights that support planning, monitoring and stakeholder engagement.

Smart loading and unloading Zones (SLZ)
The pilot develops dynamic Smart Loading Zones that allow curbside space to be allocated according to real-time demand. These flexible spaces can support freight deliveries, parking and other urban functions while improving the efficiency of loading and unloading operations.

Electrification of Urban Logistics
NEXTLOGIC also assesses the feasibility of integrating electric freight vehicle charging infrastructure within loading and unloading areas, supporting cleaner urban logistics and future policy development.
Expected impact
Through the Differdange pilot, NEXTLOGIC demonstrates how smaller cities can successfully adapt innovative urban logistics solutions developed in larger metropolitan contexts. How?
- Expanding the city’s existing Digital Twin to integrate mobility and logistics data
- Improving the efficiency and flexibility of loading and unloading operations
- Optimising the allocation of curbside space through Smart Loading Zones
- Supporting the integration of electric freight vehicle charging infrastructure
- Strengthening stakeholder engagement through digital visualisation and participatory approaches
- Assessing the regulatory feasibility and scalability of dynamic curbside management within the Luxembourgish context
The pilot combines digital technologies with flexible urban space management, contributing to Differdange’s wider ambition of becoming a climate-neutral city while providing practical knowledge that can support replication across Europe.
